大眾銀行係由前高雄市議會議長陳田錨先生邀請工商鉅子及社會賢達共同發起，81年3月設立於高雄，同年4月2日正式開業，大眾銀行股票並於88年在台灣上市。
為增強業務推展及提高競爭力，89年將總行部室遷移至台北，成立台北管理處。90年5月29日與大眾票券完成合併。101年9月3日將總行遷移至台北市。
大眾銀行在96年底引進國際著名的私募基金 – 凱雷集團及The Gable Fund入資大眾銀行，並於98年9月1日經金融監督管理委員會 (下稱金管會)核准概括承受高雄第二信用合作社。
截至105年3月22日止，營業單位計有營業部、信託部、OBU、國外部等四個營業部門及敦化分行等66家分行，合計70個國內營業單位及1國外營業單位香港分行。

大眾銀行經 104年10月13日第一次股東臨時會通過與元大金融控股股份有限公司 (下稱「元大金控」)進行股份轉換，並於105年1月29日獲金管會同意元大金控以股份轉換方式，將大眾銀行轉換為元大金控百分之百持股之子公司，並於105年3月22日完成前述股權轉換作業。
後續元大銀行與大眾銀行將進行相關之整併，預計於106年第一季前完成合併，並由元大銀行為存續銀行。
